With a turbulent past, including a 2012 coup and persistent communal conflicts, peacekeeping efforts in CAR have become critical to stabilizing the region. 

Let’s delve into these efforts, highlighting both achievements and challenges. 

While international interventions have laid the foundation for peace, ongoing violence underscores the need for sustained global commitment to ensure lasting security and development.

Background of the conflict

CAR’s history of conflict traces back to its independence in 1960, with tensions exacerbated by weak governance, corruption and ethnic divisions. 

The 2012 coup, orchestrated by the Seleka rebel coalition, unleashed widespread violence between Muslim Seleka and Christian Anti-balaka militias, creating a humanitarian crisis. Over 2.5 million people have been displaced, while infrastructure and basic services remain severely underdeveloped.
The conflict has devastated CAR’s economy, with agriculture and mining—key drivers of the economy—severely disrupted. Human rights abuses, including mass killings and sexual violence, have further eroded trust among communities. This volatile environment has underscored the urgent need for effective peacekeeping interventions.

MINUSCA’s role

The United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), established in 2014, has been pivotal in CAR’s peacekeeping landscape. With over 14,000 uniformed personnel, MINUSCA focuses on protecting civilians, facilitating humanitarian access, and supporting disarmament, demobilization, and reintegration (DDR) programs.

Challenges faced

Despite its successes, MINUSCA operates under severe constraints. Insufficient funding and limited personnel have hindered its capacity to address the vast security challenges. Additionally, sporadic violence and the presence of armed groups in remote regions complicate the mission’s efforts to implement DDR programs and maintain order.

Progress achieved

The February 2019 peace agreement marked a turning point in CAR’s conflict resolution. The agreement enabled the establishment of a transitional government, fostering dialogue among warring factions.

Gradual improvements in security conditions, particularly in urban centers like Bangui, reflect progress.

Poverty and unemployment, compounded by the lack of basic healthcare and education, perpetuate the cycle of instability. The country’s fragile institutions require extensive support to effectively govern and address grievances, underscoring the long road ahead.

Opportunities for stability

CAR’s vast natural resources, including diamonds and gold, present an opportunity for economic recovery if managed transparently. Reconciliation initiatives and transitional justice mechanisms are essential for rebuilding trust among communities. Regional partnerships with organizations like the African Union can bolster peacebuilding efforts, while sustained international support will remain critical.

Future directions

Strengthening MINUSCA’s resources and mandate is vital for addressing security challenges. Supporting CAR’s institutions to establish rule of law and governance systems can ensure long-term stability. Additionally, addressing root causes of conflict through poverty alleviation and education can pave the way for sustained peace and development.

CAR’s peacekeeping journey reflects significant achievements, such as the 2019 peace agreement, but underscores the need for continued vigilance. 

Persistent challenges like insecurity, poverty, and weak governance demand robust international engagement and innovative solutions. 

As CAR navigates the path to recovery, opportunities for economic growth, reconciliation, and justice remain within reach. The global community must sustain its support to ensure CAR’s fragile gains translate into lasting peace and prosperity.
