Cottco Accuses ZACC of Disruptive Investigations

Zimbabwe Anti-Corruption Commission Faces Accusations of Improper Actions in Ongoing Investigations at Cottco.

The Cotton Company of Zimbabwe (Cottco) has made serious allegations against the Zimbabwe Anti-Corruption Commission (ZACC) regarding the way it has conducted its investigations. This has led to a tense situation amid accusations of improper conduct by ZACC officials and alleged internal strife within Cottco. The situation has escalated to a point where the future prospects and operational capability of Cottco are at risk.

Cottco is a significant agro-industrial firm in Zimbabwe that has come under intense scrutiny by ZACC. The issue at hand is that ZACC’s methods during their investigation have been heavy-handed and potentially unlawful. Munyaradzi Chikasha, the acting CEO of Cottco, has claimed that ZACC officials have made unwarranted arrests and physically mistreated staff, which he reported to ZACC chairperson Michael Reza on April 11th.

Chikasha’s letter has brought to light several concerning incidents involving the Zimbabwe Anti-Corruption Commission (ZACC). According to the letter, ZACC officers conducted raids at Cottco’s headquarters without proper warrants and confiscated original documents without allowing copies to be made. These actions have caused significant disruptions to the company’s daily operations and may jeopardize its preparations for the upcoming cotton buying season.

Furthermore, Chikasha accuses ZACC of potentially being manipulated for personal vendettas. Specifically, he points to Tinomudaishe Hove, a suspended loss control manager at Cottco and former ZACC investigation officer, who may be using his prior connections within ZACC to influence ongoing investigations and settle personal scores. These allegations raise serious questions about the integrity and impartiality of ZACC’s actions with respect to Cottco.

The backdrop to these events includes Hove’s suspension on March 11, on grounds of neglecting his duties and allegedly being involved in the theft of ginned seeds and presidential cotton inputs. Furthermore, Hove is accused of stealing files crucial for police investigations and using his former position to sway investigative outcomes—a serious charge that, if true, could undermine the credibility of both Hove and the ZACC.

There have been investigations into seemingly unimportant matters at Cottco, such as the employment of the former CEO’s personal assistant and the company’s vehicle policy. However, some people think that these investigations are going too far and are not relevant to the situation. It has been suggested that the investigation may be biased and unfair, as the methods employed by ZACC are described as arbitrary and selective. This has led to concerns that personal biases are influencing the investigation and are not being conducted just and fairly.

The allegations made against ZACC have significant implications. If these allegations are true and ZACC is being used as a tool for internal corporate battles, or if its officials are conducting investigations in a biased and improper manner, it could hinder its mandate to effectively combat corruption. Furthermore, it could damage the reputation of ZACC as a crucial institution fighting against corruption in Zimbabwe.

The situation at Cottco is a reminder of the importance of maintaining a delicate balance in corporate governance and handling of internal disputes. It underscores the significance of having clear, fair, and legally sound procedures in both corporate management and governmental oversight.
